Financial bottlenecks hampering establishment of a computerised Mining Cadastre

Harare-Government says funds in excess of $7mln are needed to see the establishment of a Computerized Mining cadastre System  to completion.

The computerised Mining Cadastre is for the management of the entire mining industry throughout the value  chain, that is from licensing, actual projects implementation and  marketing including accounting of production by all mining and  mineral entities.

The establishment of the system has already started.

Deputy minister in the Ministry of   Mining and Mining development, Fred Moyo, said consultations with the consultant hired for  initial job the had  been concluded  and  had engaged and signed a  with an unnamed  a contractor  to effect  the running of the  Cadastre Mining Management System.

“The contract has already been signed  with a contractor for the project operations. The project  is still in  its early days but   funding constraints  are a challenge  as you know  its funded by government  and there is no money, It simply implies that we might not be able to complete by the time we were supposed to,” he said.

The system is meant to facilitate appropriate planning, coordination, communication, control and decision making in the Ministry’s efforts to manage the country’s mineral resources.

Moyo said  the project  whose total costs is about $7mln  was however   was experiencing slow progress due to  inadequate  financial support  which might end up  extending  possible completion time.

“What  I’m saying is that if  project was  supposed to end within a reasonable time it  can be possible to  stretch up stretch up to 24 months due to these funding challenges but the contract and all was signed and the processed  has taken off though still in its early days,” he said.

The cadastre  system will result in the modernisation of the mining title management system in line with regional and international best practices to provide for a faster and more efficient system which also offers security of tenure to investors

As the country migrates from the old system to the computerized Cadastre system, challenges of disputes due to overlapping of mining titles arising out of inherent inaccuracies are still  expected in the first stages of the project’s  operation.
